(CNSNews.com) -- The Most Rev. Kevin Vann, bishop of the Catholic Diocese of Orange, Calif., is calling on all Catholics (and Christians in general) to pray that legislation to require access to "abortion by medication" at all of the state's public universities not succeed.

"Promotion of abortion" is an "unacceptable solution to human problems," he said, adding that we must provide "life-affirming alternatives."

California Senate Bill 24 addresses the "availability of abortion by medication techniques at on-campus student health centers at public postsecondary educational institutions in the state. The bill would require, on and after January 1, 2023, each student health care services clinic on a California State University or University of California campus to offer abortion by medication techniques, as specified."

The "abortion by medication techniques" is also known as the "abortion pill," or RU-486.  In this "technique," a pregnant woman is given mifepristone, which prevents the embryo from growing; she is then given misoprostol, which causes cramping and bleeding to empty her uterus.

"It’s kind of like having a really heavy, crampy period, and the process is very similar to an early miscarriage," states Planned Parenthood.

SB 24 "mandates that the on-campus health centers of public universities in California offer abortion-inducing drugs like RU-486," stated the California Catholic Conference. "Governor Brown vetoed a similar bill (SB 320) last year.  Yet proponents keep bringing up the same measure – unchanged and with no new evidence to support their position."

"SB 24 also invites health centers to offer abortion counseling services to students but is specifically written in such a way to exclude pro-life counseling," said the Conference. "This bill fails to allow students the opportunity to know any option other than abortion."

In a Sept. 4 letter to all Catholics, in which he advises them to pray to defeat SB 24, Bishop Vann wrote, "Because we share Jesus's passion, let us protect all human life.

"... As Catholics we are called ... to be missionary disciples. That is, we are called to proclaim the Good News of Jesus Christ and to follow him and imitate him and his Passion. We are called to be passionate about what Jesus is passionate about: people -- and the salvation of the world!

"... Because we share Jesus's passion for the life and dignity of every person we defend the dignity of unborn children and call for protections and support for pregnant and parenting students. That is why I have written of the promotion of abortion as an unacceptable solution to human problems and in favor of providing life-affirming alternatives.

"Thank you to all who joined in our statewide Novena to Stop Expansion of Abortion in California. I ask that you continue to pray and to visit the California Catholic Conference website to tell your state legislators to oppose SB 24 which would require all state colleges and universities to offer students free access to the 'abortion pill.'

"... Please join me in prayer and witness for a culture that reflects Jesus's passion for people and for the salvation of the world.

"And let us continue to ask the intercession of Our Lady of Guadalupe to stop the expansion of abortion, for the protection of all human life, and to draw us close to the Passion of her Son, Jesus the Lord."
