(CNSNews.com) - "Somebody in the nebulous intelligence community" leaked information that Gen. Michael Flynn's telephone conversations with the Russian ambassador were recorded and transcribed, Sen. Ron Johnson (R-Wis.), chairman of the Homeland Security and Governmental Affairs Committee, told Fox News Tuesday morning.

"I think those are the questions that have to be asked: who tapped the phones, who's listening to it, who leaked it? I think those are legitimate questions to ask, but they're better asked in a classified setting, to really get to the facts."

Johnson said "leaks of this nature are incredibly damaging to America, to our national security, and we need to look in to it."

Flynn resigned as national security director on Monday, after apologizing President Trump and Vice President Pence for not revealing the full content of his phone calls with the Russian ambassador before Trump was inaugurated.

In late December, Flynn apparently did discuss the sanctions imposed by the Obama administration on Russia because of Russia's interference in the U.S. election. In the past week, newpaper reports, based on leaks, made the Flynn situation "increasingly unsustainable," Trump adviser Kellyanne Conway said on Tuesday.

"We are now talking about what the U.S. government was doing monitoring different types of phone calls -- that never should have been leaked, it should not be in the public domain right now, but it is, and that's very unfortunate, which is why I think this is quite serious," Johnson said.

Johnson said he wants to see President Trump succeed, because "there are so many challenges America faces."

He added, "It would be very helpful if the individuals in these agencies and these departments actually were loyal to a new administration. I'm afraid we're seeing that that's not the case. That's what alarms me most about this instance."
