Merkley: Constitution's 'General Welfare' Clause Gives Congress Power to Require Health Coverage
Sen. Jeff Merkley (D-Ore.) said the "first enumerated power" in the Constitution gives Congress the authority to mandate that Americans purchase health insurance, as required in the health reform bills.
