Democrat Sen. Sherrod Brown Not Sure If ‘Slaughter Rule’ Constitutional Because He Doesn’t Work in House Anymore
Sen. Sherrod Brown (D-Ohio) said he did not know whether the Slaughter Rule, which would allow the House to pass a health care bill without actually voting on it, is constitutional because, as a senator, he no longer works in the House and isn't familiar with the House rules anymore.
