Rep. Mike Pence: Obama's Recess-Appointment of Medicare Administrator 'Was Wrong'

Rep. Mike Pence (R-Ind.) said that President Barack Obama was wrong to recess-appoint Dr. Donald Berwick to be the administrator of the federal Centers for Medicare and Medicaid Services.
