Following a press conference at the Capitol on Monday, CNSNews.com asked Leahy, “In your view, does the Constitution require the President to get Congressional authorization before launching a military operation in Libya?”

Leahy responded, “It depends. If he wanted to send troops in there,  yes.”

U.S. Army General Carter Ham recently said that ground troops could be sent into Libya.

"I suspect there might be some consideration of that. My personal view at this point would be that that's probably not the ideal circumstance, again for the regional reaction that having American boots on the ground would entail,” he said.
