In a speech at CPAC today, Sen. Marco Rubio (R-Fla.) said that the reason China and Russia are refusing to condemn Syria for its treatment of its citizens is that "They reserve the right to do the same thing to their own people" if they protest or demand democratic reforms.

Rubio, addressing opposition by China and Russia of a U.N. resolution on Syria, made the comment at the Conservative Political Action Conference (CPAC) as part of his call for a strong U.S. military.

Military might is needed for more than just national security, Rubio argued.

"You can't be stron economically if you're not strong militarily," Rubio said.
